He uses his badge to behave worse than the criminals he put in jail. He gambles with money that he he has seized. He use far too much alcohol and drugs. But when a young nun is raped and beaten in a church, the incompetent police officer becomes obsessed with finding the rapists in an attempt to do good and be forgiven of his many sins.
